On June 16, 2017, the Civil Service Commission (CSC) promulgated Resolution Number 1701009, entitled the 2017 Omnibus Rules on Appointments and Other Human Resource Actions which rule governs the preparation, submission of, and actions to be taken on appointments and other human resource movements.
Aside from updating and consolidating substantive rules and procedures on appointments and other human resource actions, CSC amended the different forms to be used and submitted by different agencies relating to issuance of appointment for simplicity and uniformity.
Rule II of the 2017 Omnibus Rules on Appointments and Other Human Resource Actions provides for the requirements for regular appointments to be submitted by both regulated and deregulated agencies to the Civil Service Commission Field Office (CSCFO) concerned.
